A quorum being present, the meeting was called to order at 9:00 a.m. by Chairman John Pfeiffer.
John Forbis moved, seconded by Jim Bechtel, to approve the September minutes. John Pfeiffer, John Forbis, Jim Bechtel, Barbara Traskos, and Dini Mallory voted in favor, motion passed.

1. Communications: A Historic District handbook and a letter requesting that banners advertising events be hung for not more than two weeks were mailed to the Christ The King Church. A letter and handbook will also be sent to the First Congregational Church of Old Lyme regarding the sign and teepee that are in front of the church.
Action: Send letter to the FCCOL (Martha Hansen).
John Pfeiffer sent a letter to Jenny Scofield, of the State Historic Preservation Office, supporting the nomination of Sound View to the National Register of Historic Places. A letter was also sent to Frank Pappalardo, Chairman of the Sound View Commission, stating that the Old Lyme Historic District Commission has no interest in administering a Sound View Historic District, and confirming that the commission did not have any part in nominating the district to the National Register.
The Lyme Academy College of Fine Arts will be contacted regarding the signs that have recently been installed.
Action: contact LACFA regarding the signs (Martha Hansen).

3. Plaque Program Update: Martha Hansen
206 Mile Creek Road: Research has been started on the neighboring property to help clarify the history of #206. Check with Gary Holland (Martha Hansen).
209 Mile Creek Road: Research is continuing.
6 Ferry Road: Julie Quinn is working on the research.
10 Lyme Street Village Shops: A plaque has been ordered “IGA Grocery Store ca 1929”   
10 Ferry Road: David and Susan Rahr are working on the research.
110 Lyme Street: John Noyes is working on the research.
32 Lyme Street: Cindy Taylor is interested in a plaque. The HDC has some information about when the house was built.

4. Public Hearing: 32 Lyme Street, New Garage Roof, Cynthia Taylor
Cynthia Taylor submitted a CofA application to replace the deteriorating roof on her garage with architectural shingles to match the shingles on the house.
John Forbis made a motion, seconded by Jim Bechtel, to approve the CofA application. John Pfeiffer, John Forbis, Jim Bechtel, Barbara Traskos, and Dini Mallory voted in favor, motion passed.

5. FRA Plan Discussion: The final plan is scheduled to be completed in mid-October. There will be a 30-day window for public comment between the announcement and the official Record of Decision. The discussion will continue at the November meeting. Bonnie Reemsnyder will be asked to attend.

6. National Register nominations of non-historic district properties
John Pfeiffer expressed his concern that creating a list of National Register-eligible properties outside of the Historic District may have little or no impact on the FRA’s decision, and therefore may not be the best use of grant money, if obtained. National Register listing is primarily honorific and does not necessarily preserve or protect the buildings.
John Forbis remarked that the environmental concerns may have a stronger impact. The Connecticut River estuary attracts many kinds of migratory birds and fish and plays an important role in their health and survival. It is an environmentally sensitive area and one of the only major rivers in the western hemisphere that has not been developed at its mouth.

7. Secretary’s Report:
The annual Certified Local Government (CLG) report is due this month.
The Historic District Handbook is being updated. The commission will discuss guidelines for temporary signs at the November meeting.
Action: Submit the CLG report.  Check the zoning sign regulations and create a draft of temporary sign guidelines for the meeting (Martha Hansen).

John Forbis made a motion, seconded by Jim Bechtel, to adjourn the meeting at 10:05 am. John Pfeiffer, John Forbis, Jim Bechtel, Barbara Traskos, and Dini Mallory voted in favor, motion passed.
